The Ultra Pure Water (UPW) / Waste Water Treatment (WWT) Construction Manager (CM) will work closely with the General Contractor PM and establish an immediate and close relationship with the UPW & WWT vendors to gain a complete understanding of the system, unit operations, ancillary scope requirements, and general project objectives. The CM will bring "best practice" and innovative experience to this Project that will facilitate the delivery of efficiencies in terms of design, construction, and operational transition process. Essential Duties and Responsibilities: Construction Management: Acquire a thorough understanding of and assist in establishing Client's requirements for the UPW/WWT Scope relating to budget, quality, and schedule. Advise on, and issue appropriate notices on behalf of Client to the relevant parties in relation to procedures and other practical matters arising under the Contract Agreements Create and maintain at all times, for purpose of daily active management of project delivery, three key tools: Action Item Log, for purposes of tracking the key actions and associated "what", "when", and "who" required to maintain the project progression. Milestone Management Log, for purposes of extracting key milestones from the project schedule in order to focus team on the right course of action. Procurement Log for purposes of tracking all major equipment and associated progress in delivery of Client / OFCI provided items. Establish a working relationship with the architects, engineers, consultants and vendors, and provide them with (and maintain through the course of the project) an overview of the Client's needs, goals, requirements, schedule constraints. Work with the Client and Project Team to consider options and make decisions related to the phased growth into the facility (e.g., MEP Equipment, layouts, building expansion, etc.) Work to make sure that a progressive and constant safety culture is part of the field execution process. Ensure the vendors and trade contractors are promoting a behavioral based safety plan and actively administering, managing, and auditing in the field. Review the Master Project schedule to verify it is inclusive of actual material lead times and delivery schedules and advise the Client of schedule constraints holding up progress of the work. Support the PM in review all contractor claims with respect to cost and schedule impacts, and make a recommendation, having consulted with the appropriate parties, to the PM on the acceptability of each claim. The PM will be responsible for negotiating claims and financial settlements as appropriate. Vendor Management: Conduct weekly meetings with the executives or principals from all of the vendor and trade partners to address any open items, concerns or issues during the execution of the Project. Budget Management: Support maintenance of the UPW / WWT Budget, inclusive of all contract change orders. Schedule Management: Evaluate and propose alternative schedules and concurrent activities between projects, and identify opportunities for improved performance against planned schedule milestones Incorporate the key milestones in the deliverables owned by the UPW / WWT vendords and include their commitment to those milestones during the sourcing of their respective services and work to ensure that all stakeholders are guided by the schedule as opposed to acting as constraints to achieving the schedule. Routinely review the schedule details and identify any flaws in the schedule which may impact the timely completion of the Project. Propose mitigation plans for schedule recovery where applicable. Perform problem solving tasks with respect to any portion of the work that is behind schedule while providing regular and transparent communication to the Client. Project Reporting: Report to the PM on all matters requiring decision by the Client affecting the mechanical design, specifications, costs, schedule, or program. PM will review these issues with the Client and make recommendations on critical decisions supported with analysis and data. Attend meetings with the Client, vendors, and the trade contractors as needed to keep the project on track. Construction Execution Phase: Responsible for the regular onsite monitoring of the construction process with regard to the schedules and procedures established. Assist and make recommendations for maintaining and improving construction progress. Lead weekly progress meetings with the vendors, design team, and Client. Minutes will be created and distributed to document all open issues and decisions made. Review all meeting minutes and make corrections for the project record. Be the on-site point of contact for Client's stakeholders and inform Client on a continuous and ongoing basis as to the budget, schedule and quality implications of Client's ongoing activities and decisions during the Project. Facilitate onsite coordination of activities and interaction of all project team members. When issues of collaboration or communication arise, help to facilitate reasonable solutions and outcomes. Review the construction procedures and staging operations submitted by the vendors and trade contractors and coordinate with the GC Site Superintendents on logistics. Use best efforts to moderate and facilitate resolutions of problems and issues which arise regarding work on the Project site. Monitor the vendors' systems for controlling the progress of the works and monitor the program with the intent that the works will be completed within the time stipulated in the Project specifications. Specific attention will be expected to the transition of information and strategy from the site offices to the field. Requirements: Four-year college degree in engineering or construction management related curriculum OR: 8+ years experience managing vendors and the installation of UPW / WWT systems, equipment, and unit operations including ultra-high purity plastic and Teflon lined piping systems, reverse osmosis systems, multi-media and activated carbon beds, tanks, pumps and VFD's, and I&C / control, and instruments associated with these treatment systems. Experience organizing and reviewing detailed technical data. Familiar with WBS breakdown and Masterformat system for process mechanical scopes of work (Div. 40, 43) Personal integrity and the ability to clearly communicate verbally and in writing with staff, Clients, Architects/Engineers, subcontractors and vendors. Proficient at reading and interpreting drawings, specifications, bid Documents. Strong background knowledge of contracts, cost, scheduling, estimating, construction means and methods. Familiar with accounting principles. Strong computer skills and familiarity with Microsoft office suite of programs. Knowledge in project estimating, clarifications and assumptions, scheduling and logistics. Proficient in Google Docs, Microsoft Office Suite. Experience with critical path method scheduling. Experience with Project Management Software such as Procore, BIM, CxAlloy, Bluebeam.
